This is a vintage green-stripe 9" dinner plate made by Homer Laughlin in the 1960s. The plate is in good condition, just utensil marks from use. The maker marks on the back read: Best China / HOMER LAUGHLIN CHINA / MADE IN U.S.A. These green-stripe dishes were made by many companies, commonly used in restaurants and are extremely durable.
